    Safety calculations based on the total volume of diesel, battery materials, and chemicals stored across the site.

  3. Real-Time Public Monitoring
    Town-controlled sensors for noise, heat, and air quality, with results published on a public dashboard.

  4. Funded Emergency & Evacuation Planning
    Developer-funded emergency shelter, evacuation planning, and annual community drills.

  5. Water-First Curtailment
    Residential and existing small-business needs receive priority during drought, grid emergencies, or low water pressure.

  6. Chemical Transparency & Closed-Loop Waste Management
    Public chemical disclosures and zero liquid discharge into groundwater, surface water, or sewer systems.

  7. Thermal Baseline & Dark-Sky Compliance
    Pre-construction thermal mapping, a maximum temperature increase at property lines, and shielded warm-spectrum lighting.

  8. Independent Hydrological Audit
    Baseline well and aquifer testing before construction, with annual public retesting.
