Prohibition of Surveillance Infrastructure
The facility may not process or store local facial-recognition, biometric, license-plate-reader, cell-site-simulator, or other mass-surveillance data targeting residents of the region. -
Protection of Financial Privacy
The facility may not support centralized digital-identity systems, central bank digital currency platforms, or government financial-data access without a probable-cause warrant. -
Data Sovereignty Guarantee
The facility may not be used to profile, score, manipulate, or conduct automated enforcement against local residents without informed consent.
