The Charter prohibits use of the facility for local surveillance, centralized financial-control systems, or automated profiling of residents.

Provisions

  1. Prohibition of Surveillance Infrastructure
    The facility may not process or store local facial-recognition, biometric, license-plate-reader, cell-site-simulator, or other mass-surveillance data targeting residents of the region.

  2. Protection of Financial Privacy
    The facility may not support centralized digital-identity systems, central bank digital currency platforms, or government financial-data access without a probable-cause warrant.

  3. Data Sovereignty Guarantee
    The facility may not be used to profile, score, manipulate, or conduct automated enforcement against local residents without informed consent.

Violations of these provisions trigger the Charter’s Hard-Stop Shutdown and performance-bond penalties.
