That may make one facility look small in isolation. But residents experience the cumulative impact of all facilities drawing from the same regional water, power, and infrastructure systems.

The concern is not limited to one proposed facility in Hildebran.

Exact electrical capacity, cooling design, water consumption, and full-buildout status are not consistently disclosed across these facilities.
A responsible regional inventory should distinguish between:
- Operating facilities
- Facilities under construction
- Announced or proposed facilities
- Approved but unbuilt phases
- Maximum requested electrical capacity
- Capacity that has actually been constructed or energized
Without those distinctions, regional totals can create a misleading impression of precision.
Why Cumulative Analysis Matters
Each individual project may claim that its water use is manageable.
But the real public question is larger:
What is the combined water demand of all existing, under-construction, and proposed data centers in the same regional watershed?
That analysis should include:
- On-site water consumption
- Cooling-system water use
- Humidity control
- Loop maintenance and flushing
- Wastewater and discharge impacts
- Power-plant water consumption tied to electricity demand
- Drought-year operations
- Peak daily demand, not only annual averages
- Cumulative effects on municipal supply, private wells, and downstream users
Preliminary Water Consumption Framework
Data center water use varies by technology.
A responsible public analysis should identify the cooling system for each facility and estimate water use under multiple scenarios:

A 24/7 high-load facility consumes power continuously. Depending on the generation mix, that electricity may carry an additional water footprint at the power-plant level.
A full accounting should include both.
Drought Conditions
The key question is not whether water use appears acceptable in an average year.
The key question is what happens during drought.
A cumulative water study should model:
- Drought-of-record conditions
- All facilities operating at full or contracted load
- Municipal and residential demand
- Agricultural demand
- Power-generation water demand
- Required downstream flows
- Reservoir and basin-management constraints
- Mandatory water restrictions
What Is Missing From Isolated Reviews
If every project is reviewed separately, no single approval process may answer the regional question.
The community should ask:
What is the cumulative water consumption — on-site and power-plant related — of all existing, under-construction, and proposed data centers in the Catawba River basin, modeled under drought-of-record conditions with all facilities operating at full capacity?
If the answer is “nobody has done that analysis,” then the public should not be asked to accept project-by-project assurances.

Before additional approvals move forward, the region needs:
- A cumulative water-impact study
- Publicly disclosed facility capacity assumptions
- Publicly disclosed cooling-system assumptions
- Peak daily water-demand estimates
- Drought-condition modeling
- Power-generation water-footprint analysis
- Independent review, not developer-only modeling
- Public access to the underlying assumptions
No single community should be asked to approve industrial-scale water demand without understanding the combined regional impact.
